Project Description
Thai government aimed to promote and strengthen the maritime industry
which one part certainly involved with maritime manpower. It was found that Thai
seafarers were not enough to man Thai vessels. This problem came from insufficient
production and early leaving the professions. Another forces came from the requirements of IMO STCW
Convention. Therefore the Office of Maritime Promotion Commission had employed
Southeast Asia Technology (SEATEC) and Golden Plan to conduct the study.
Services
The study project covered both human onshore and onboard and from fact investigation to system planning. However Golden Plan main responsibilities were as following:
- Developed study framework and working guideline;
- Examined international requirements specified in IMO conventions and ILO agreements (personnel)
- Ship manning systems in Thailand and impacted from dramatic changed in technology
- Investigated Thai education system, certifications and career paths;
- Exploring education system implemented in foreign maritime academy;
- Developed a framework/programmed for long distance learning particular for personnel onboard.
